The Beretta 1301 is a better shotgun in every way versus the M4. If you get a 1301 Comp Pro model, the Kick Off Plus stock makes such a huge difference in the recoil feel. The M4 was made to be a combat shotgun. The 1301 was made to be a comp gun, more like the Benelli M2.

The Gen 2 is 100% M4 clone down to the recoil tube and stock. The Gen 1 is an almost clone, different recoil tube, mostly parts compatible, but the bolt release is positioned too far back on the receiver.

Upon receiving the SDS S4 I did completely break down the gun and deburr all mating surfaces. The guns are definitely not made in the same factory.
